This claim represents a recurring pro-Kremlin propaganda narrative about US presence in Europe.
The US does not control the EU or NATO. The EU Member States are sovereign countries and make sovereign decisions about their own security and foreign policies, including relations with Russia. The decisions in the EU are made by the directly elected European Parliament, the European Commission together with the European Council (the governments of the 27 EU countries).
As for NATO, ever since its creation on 4 April 1949, at the heart of the Alliance has been the collective defence and security of all its members. All NATO decisions are made by consensus, after discussion and consultation among member countries. Allies decide whether to engage in a crisis management operation on a case-by-case basis and by consensus. NATO and US military presence in these states is possible only on the basis of the clear consent of the hosting nation.
