DISINFO: Biden wants to legalise the sale of drugs in Ukraine
SUMMARY

This is a recurring pro-Kremlin disinformation narrative about Joe Biden and Ukraine. No evidence is given. This misleading claim stems from the fact that President Volodymyr Zelenskyy proposed this question as part of a nationwide poll to be held on 25 October 2020: "Do you support the legalisation of cannabis for medical purposes - to reduce pain in critically ill patients?" The office of the President of Ukraine stressed that they are talking only about medical drugs that are needed by people experiencing severe systemic pain, extreme anxiety, and depression, post-traumatic stress disorder, including after fighting at the front in the war. Today in Ukraine there are various types of liability - administrative and criminal - in the framework of combating illicit trafficking in narcotic drugs, psychotropic substances and precursors, and their usage.
