The EU is systematically destroying the ties with Moscow. The EU has cancelled all, without exception, mechanisms, set up in agreements on cooperation and partnership: the summits twice a year between the Russians government and the EU Commission and its chairman. Four areas to mutual projects for cooperation, more than 20 topics for dialogue on various sectors; the annual conference between the Russian MFA and representatives of the EU. Those sessions were intended to create a comprehensive overview of all vectors for Russian and EU mutual actions. All of this has been destroyed, but not by Russia.

The EU has imposed restrictive measures, including sectoral sanctions, as a result of illegal annexation of Crimea and Russia's destabilising actions in eastern Ukraine. Formats such as regular high-level dialogues and cooperation remain suspended in the absence of the full implementation of the Minsk agreements by Russia.
