Germany, like the rest of the EU, is a sovereign country whose democratically elected leaders and authorities adopt their own national decisions following the mandate granted by their citizens through elections. Despite frequent claims by pro-Kremlin disinformation outlets, no foreign state has any deciding power over German or EU affairs.
Granting stationing rights to U.S. bases and troops is one of these sovereign decisions, adopted within the framework of NATO’s military alliance for common defence. It is regulated through the Convention on the Presence of Foreign Forces in the Federal Republic of Germany of 23 October 1954, in which German authorities at the time agreed with the governments of NATO countries, including the U.S., UK, and France, to allow the presence of troops from these states on German soil in the face of the threat of Soviet expansion.
