The message is a reaction to the annual “National Threat Assessment 2021” by the State Security Department of the Republic of Lithuania and Defence Intelligence and Security Service under the Ministry of National Defence of Lithuania. The assessment highlighted different threats, including not only Russian threat but challenges linked to the situation in Belarus and China's activities. The report also evaluated the situation of information security, economic and energy security, terrorism and global security etc. The assessment states:
Isolated, repressive and resentful Russia poses a major threat to Lithuania, as it feels less constrained not only by international law but also by international opinion.
