DISINFO: Minsk agreements imply the creation of a state within a state
SUMMARY
No matter what, Eastern Ukraine did not commit to returning to Ukraine. The conditions were stipulated in the Minsk Agreements, which say that, in fact, a state is being created within a state. LNR did not sign under any other conditions, and will not agree to anything else.

The Minsk agreements do not imply "the creation of a state within a state". The Minsk agreements are about the necessary steps to be taken by the sides of the conflict in Eastern Ukraine: the exchange of prisoners, weapons withdrawal, local elections, Ukraine restoring control over its state border, etc.
Since 2014, negotiations with Russia to resolve the conflict in the Donbas have been held within the framework of the Normandy Format and the Minsk process. A special Trilateral contact group is working on a peaceful settlement of the Donbas situation. Three parties are involved in this process: representatives of Ukraine, Russia and the OSCE.
The implementation of the agreements remains one of the key priorities of Ukrainian President Volodymyr Zelenskyy.
