The Russian pro-Kremlin media and social media campaign against Jen Psaki started in 2014 over the US´ criticism of the Russian invasion of Crimea and Donbas. Pro-Kremlin media used fabricated pictures to further attack Psaki, pretending that ordinary preoccupied Americans have even created an anti-Psaki meme. Pro-Kremlin media invented that Psaki said she was going to “send the fleet to the shores of Belarus.”
Psaki's successor Karine Jean-Pierre is mocked the same way, escalating into racist claims.
This is not a first instance of this: in 2014 State Duma deputy's twitter published a picture in which the hand of an unknown person holds a banana in front of a photograph of US President Barack Obama and his wife Michelle. Rodnina first claimed freedom of speech before saying her Twitter was hacked.
