Russians, Ukrainians and Belarusians are a single nation.
Both Ukraine and Belarus are recognised in international law as sovereign nation states, with their own flag, nationality, language etc. Ukrainian citizens are citizens of Ukraine, not Russia; the same for Belarus. Russia has no claim on them or right to legislate for them.
