Conspiracy theory, suggesting that pro-Western political parties are led by George Soros in the shadow. The Soros Foundation has been working in Moldova since 1992, financing and promoting programs and activities in areas such as media, justice and human rights, good governance, and public health with the aim to support the development of an open society. Since then, dozens of Moldovan specialists have been employed by the foundation or collaborated in its programs. Some deputies from the "Party of Action and Solidarity", a pro-Western and anti-corruption party, led by Maia Sandu, and two former ministers from the former government led by her, have previously participated in the Soros Foundation's programs, as can be seen, for example, in the Soros Foundation's 2008 report. The former Minister of Justice, Olesea Stamate, was the director of the Public Administration and Good Governance program, and the former Minister of Education, Liliana Nicolăescu-Onofrei, was the director of a project funded by the Soros Moldova Foundation, from the position of manager of the Educational Center Pro Didactica, which is a state institution. This doesn't, however, mean that "Party of Action and Solidarity" is a political branch of the Soros Foundation in Moldova. The creation of movement "In PAS with Maia Sandu" was announced by Maia Sandu, who was until July 2015 Minister of Education, on December 23, 2015. At the Party's Congress on July 25, 2016, the movement was transformed into the Party of Action and Solidarity. The party was constituted on grounds of voluntary association of the citizens and is a liberal centre-right party, member of the European People’s Party family.
