The process of demoralising, perverting and defiling teenagers in Armenia has already started, especially through television and unrestricted Internet. Armenian TV is mainly focused on the implementation of the Allen Dulles’ Plan. But after the ratification of the Lanzarote Convention, the introduction of sex education in schools, as well as after the ratification of the Istanbul Convention, this process will become more intense.

This disinformation message is consistent with recurring pro-Kremlin disinformation narratives about Western moral decay, as well as about imposing international conventions and laws on countries that destroy the moral foundations of traditional societies. The narrative of 'threatened values' is one of the most common narratives used by pro-Kremlin outlets. The Dulles' plan or the Dulles Doctrine is a conspiracy theory, according to which the CIA chief Allen Dulles had developed a plan for the US to destroy the Soviet Union during the Cold War by secretly corrupting the cultural heritage and moral values of the Soviet nation. The Council of Europe Convention on Protection of Children against Sexual Exploitation and Sexual Abuse, also known as “the Lanzarote Convention”, requires the criminalisation of all kinds of sexual offences against children. It sets out that states in Europe and beyond shall adopt specific legislation and take measures to prevent sexual violence, to protect child victims and to prosecute perpetrators. The Istanbul Convention (the Convention on preventing and combating violence against women and domestic violence) is a treaty of the Council of Europe that opens the path for creating a legal framework at a pan-European level to protect women against all forms of violence, and prevent, prosecute and eliminate violence against women and domestic violence. So far, the Convention was ratified by 33 states.
