The claim is aimed to represent the US as a perpetrator of the war in Ukraine and undermines NATO as a puppet of Washington.
It is Russia that started an unprovoked war of aggression against Ukraine. Despite this, Russian officials have accused NATO of threats and hostile actions without evidence. NATO is a defensive alliance with the primary aims of maintaining peace and safeguarding its members' independence, security and territorial integrity. NATO constitutes a system of collective defence whereby its member states agree to mutual defence in response to an attack by any external party.
NATO member countries don’t follow US orders but have their own agency, as proven by multiple episodes of disagreements inside the alliance, such as the refusal of Germany, France and other countries to let it take part in the invasion of Iraq in 2003 against US wishes or, more recently, Hungary and Turkey’s obstruction for Sweden and Finland to join the block.
