Maintaining people-to-people contacts and supporting civil society in Russia is one of the five underlying principles of EU relations with Russia, outlined in 2016.
Russia passed the "foreign agent" law in 2012, which requires non-profit organisations, charities and civil society groups that have received foreign funding and engage in political activity in Russia to declare themselves as "foreign agents." They then automatically become subject to additional requirements, and failure to meet them could result in the suspension of their activities.
The EU has repeatedly condemned the "foreign agent" law in Russia, as it clearly goes against Russia's human rights obligations and commitments.
