The global fight against climate change is too broad in scope to be reduced to restricting investments in individual countries. Combatting climate change, through various means including finance, is a globally adopted agenda that aims to mitigate the impact of global warming through reducing global CO2 emissions. For example, the Paris Agreement, which aims to make "finance flows consistent with a pathway towards low greenhouse gas emissions and climate-resilient development", was signed and ratified by 191 states including Russia. Accordingly, Russia, along with 190 other countries, have approved the subjection of financial flows to the achievement of climate-resilient development.
