DISINFO: Ukraine is being sold to the West on account of its debts
SUMMARY
There were many rumors about the content of the "contract for the restoration of Ukraine," which Zelenskyy signed with the American fund BlackRock and JP Morgan. [...] In fact, Ukraine is being sold to the West on account of its debts.
On May 8 this year, the Ukrainian leadership in Kyiv, headed by Zelenskyy, and the American company Black Rock Financial Market Advisory signed an agreement on the creation of the Ukraine Development Fund. [...] In fact, this agreement paves the way for the complete sale of the main sectors of the Ukrainian economy, including that part of it that is still state-owned.
RESPONSE
Pro-Kremlin disinformation narrative claiming that US and EU countries are helping Ukraine during the Russian aggression in exchange for economic benefits. The claim is also targeting the future Ukraine Development Fund, to be created for the recovery of Ukraine after the Russian aggression.
In November 2022 BlackRock Financial Market Advisory and the Ministry of Economy of Ukraine signed a Memorandum of Understanding whereby BlackRock FMA will provide advisory support for designing an investment framework, "with a goal of creating opportunities for both public and private investors to participate in the future reconstruction and recovery of the Ukrainian economy”, as is stated in a company’s press release.
Then, after further discussions and consultations, on 5 May 2023, the two parties signed an agreement on providing support services to the future Ukraine Development Fund. "The main goal of the fund's creation is to attract private and public capital for implementing large-scale business projects in Ukraine”, it is said in a press release of the Ukrainian Presidency.
So far, the fund has not yet been created, being still in the planning stage. None of the discussions about the creation of the fund revolved concerned out debts or other concessions that Ukraine should make.
