DISINFO: Ukraine is unwilling to restore peace and the West keeps the war smouldering
SUMMARY
The enemy (Ukraine and the West) does not plan to restore peace in Ukraine at the moment. Ukrainian President Volodymyr Zelenskyy has not cancelled his decree banning negotiations with Moscow. Washington and its NATO allies are providing Kyiv with political, military and financial support to prolong the conflict.

Recurring disinformation narrative from pro-Kremlin outlets, which tries to portray Russia as a peaceful nation and to blame Ukraine and its partners in the EU, the US and some other G7 nations for keeping the war going instead of starting peace negotiations. This claim was made in the context of Russia's full-scale invasion of Ukraine.
Ukrainian President Volodymyr Zelenskyy has never issued a decree prohibiting negotiations with Moscow. He issued a decree in October 2022 ruling out talks with Putin as impossible. Ukraine is ready for peace negotiations with any other authorised Russian representative. Zelenskyy has outlined a peace formula which provides, among other things, for the withdrawal of Russian troops from Ukraine as a precondition for any potential talks. Kyiv’s position is based on international law and respect for Ukraine’s sovereignty and territorial integrity. The EU and the US emphasise that peace in Ukraine must be “just and lasting” and that any ceasefire or peace deal should not involve Ukraine ceding territory to Russia. Putin, meanwhile, insists that Ukraine and the West must accept what he calls the "new reality on the ground” and recognise the already occupied parts of Ukraine as Russian territory.
The statement was made in the context of President Zelenskyy's victory plan which he presented during a visit to the US during the week of September 23rd 2024. The specifics of the plan are still tightly guarded; while President Zelenskyy is expected to work to mobilise support from allies, the plan has been fully developed by Ukraine. There is no evidence that the US or any other country were involved in developing the plan.
