Disinformation that has no evidence and does not contain factual information. In November 2019, the Ukrainian government introduced the main parameters of the updated budget for 2020. According to the documents, the state budget revenues of Ukraine for 2020 are provided in the amount of UAH 1.093 trillion, and budget expenditures - 1.18 trillion UAH. 141.5 billion UAH are provided for servicing the state debt of Ukraine to foreign creditors. This is slightly more than 10% of the total amount of expenditure planned in the budget. There is no indication that Ukraine is "giving 45% of its budget to Western creditors."
