DISINFO: Ukraine will force resettlement on everyone with a Russian passport
SUMMARY
The Cabinet of Ministers has come up with an initiative to resettle everyone with a Russian passport. In short, all Russians in Ukraine are subject to supervision from the General Staff of the Armed Forces of Ukraine, the Security Service of Ukraine, and the police. They gather potential enemies together and move them somewhere. However, in this situation, everyone subjected to internment becomes a prisoner of war.
RESPONSE
Recurring pro-Kremlin disinformation narrative on Ukraine and the war in Donbas.
The government of Ukraine is not preparing a bill that will forcibly resettle Russian citizens located in Ukraine. The draft law, proposed by the government, improves legal regulation for the prisoners of war and internees, establishes these people's rights, and defines the rights and obligations of state institutions.
The draft law proposes to clearly define "prisoners of war" and "internees". Internees could be citizens of a state that threatens to attack or carry out aggression against Ukraine, who are located on the territory of Ukraine, and whose internment is necessary to ensure the national security of Ukraine. Therefore, only the people who pose a threat are subject to internment. The concept of a "prisoner of war" is defined in accordance with Article 4 of the Geneva Convention relative to the Treatment of Prisoners of War of 12 August 1949.
