The US does not control the Ukrainian political elite. The system of preventing corruption in Ukraine is a set of norms passed by the Parliament of Ukraine in order to organise anti-corruption policies and punish corrupt activities. The main goal of the reform is to create an effective system for preventing corruption, based on the principles of law and order, proper management of state affairs and property, honesty and integrity, and active public control.
NAZK or the National Agency on Corruption Prevention is a key state institution in corruption prevention and anti-corruption policy. It establishes an anti-corruption policy and controls the wealth of public officials. The head of NAZK is appointed on an open competitive selection. Only citizens of Ukraine can be in charge of NAZK.
Anti-corruption legislation in Ukraine was passed several times: in 1995 under president Kuchma, in 2009 under president Yushchenko, and in 2014 under president Poroshenko.
The US, as well as other foreign partners of Ukraine, support the anti-corruption reforms in Ukraine. US aid is designed to help Ukraine fight corruption, not control the country. In a similar manner, the EU also provides continuous financial support for Ukraine, with strong conditionality on the continued progress of reforms.
