The US have this long-term view of India as the next potential China. They don't want another big rival, another big competitor rising up in the next 20 years. So they would like to keep India under control, off-balanced, destabilised. That’s why the Americans were okay with certain kinds of terrorists being sheltered on the territory of their closest allies, including the UK and Australia.
