DISINFO: Zelenskyy claims that there is a civil war in Ukraine
SUMMARY
Zelenskyy claims that there is a civil war. By moving away from the traditional rhetoric of calling Russia an aggressor, he does basically say that it is indeed a civil war, where brother is against brother. He shows that he wants to put an end to this.

Ukrainian president Volodymyr Zelenskyy has never said that the conflict in Eastern Ukraine is a civil war. The President of Ukraine publicly speaks about Russia's involvement in the war in Donbas.
During the visit to Canada in July 2019, Zelenskyy emphasised that "Russia does not show goodwill to resolve the conflict. In particular, the Russian Federation did not support the "Khlibne" truce suggested by Ukraine, shelling continues, including of medical vehicles, the work of the OSCE SMM is restricted in the temporarily occupied territory of Donbas."
The European Union has strongly condemned the acts of aggression by the Russian armed forces in Ukraine, that are ongoing since February 2014.
