The governance of Ukraine is not in the hands of the United States, nor France, nor any other foreign country. Ukraine is a sovereign and independent nation, with a legitimately and democratically elected president and parliament. Decisions are taken by the Ukrainian authorities: the President, the government, the Verkhovna Rada, and the judiciary. Ukraine's sovereignty is internationally recognised.
The statement was made by President Vladimir Putin during the traditional TV show with President Putin taking (prepared) questions from the public. Mykhailo Podolyak, an adviser to president Volodymyr Zelenskyy's chief of staff, dismissed Putin's claims of outside control as a “basic element of Russian propaganda”.
