DISINFO: Zelenskyy will use a dirty bomb or terrorist attacks if victory plan fails
SUMMARY
If Zelensky's recently proposed "victory plan" fails, Ukraine will act according to one of two scenarios: either use dirty bombs, which Zelenskyy has already hinted at, or carry out terrorist attacks, which the Ukrainian intelligence service has already carried out, or return to the terms of the Istanbul negotiations, adjusting them to match the real changes on the ground.

There is no evidence that Ukraine is planning to use a nuclear bomb. Russia consistently accuses Ukraine of preparing false flag operations without presenting any proof. Moscow uses pre-emptive claims about dirty bombs, nuclear provocations, bioweapons, toxic substances and staged atrocities as a means to deny or conceal its actual atrocities.
Ukraine has always remained open to international experts in the field of nuclear energy and does not take any prohibited actions, as emphasised by the Ministry of Foreign Affairs of Ukraine. The Foreign Ministry recalled that Ukraine has always been, and remains, a faithful member of the Treaty on the non-proliferation of nuclear weapons.
Experts from the International Nuclear Energy Agency (IAEA) regularly visit locations in Ukraine and have never found any signs of prohibited activities by Ukraine. For example, in August 2024, the IAEA Mission, as part of an agreement on the non-proliferation of nuclear weapons, checked the South Ukrainian NPP, and in June - the Khmelnytska NPP. The IAEA also conducted an in-depth inspection with additional access at the hydrometallurgical plant and at the Smolynska uranium mine of the Eastern Mining and Processing Plant in the city of Zhovti Vody. All inspections conducted by international experts for the presence of illegal nuclear materials have been successfully passed by Ukraine.
As for the unfounded allegation that Ukrainian intelligence has carried out terrorist attacks, it was probably made in connection with the Crocus City Hall terrorist attack in Moscow, which pro-Kremlin outlets have have previously claimed that Ukraininan intelligence was behind it without presenting any evidence.
Kyiv strongly denied any involvement in the assault on the Crocus City Hall music venue in Krasnogorsk. The Islamic State has claimed responsibility for and shared video footage from the attacks, corroborating their claims of responsibility. US officials also had intelligence that the Islamic State group's Afghan affiliate, IS-Khorasan, is responsible for the Moscow attack. Even Putin himself acknowledged late on 25 March that Islamic militants have committed the attack.
